Pennsylvania Fraternal Order of Constables
Harrisburg, PA
Office of the President

In response to recent reports concerning the arrest and charges brought against Mr. Timothy Raye Heefner, aged 64, we would like to clarify his association with our organization.

Timothy Raye Heefner is reported to be a Constable; however, it is essential to note that he is not affiliated with the Pennsylvania Fraternal Order of Constables. Furthermore, Mr. Heefner is not currently certified under Act 49, and to the best of our knowledge, he is not known to be actively serving in any official capacity as a Constable.

The mission of the Fraternal Order of Constables is to promote and protect the office of Constable within the Commonwealth of Pennsylvania. This is achieved by supporting appropriate legislation and by bringing legal action to protect the office, as well as ensuring access to quality training and education, and the fostering of camaraderie within the constabulary. We also encourage active participation in civic and community organizations, public education, and the promotion of crime suppression through community policing efforts.

We stand in solidarity with other Constable organizations, united in our dedication to maintaining the integrity and professionalism not only of our organization, but also of the constabulary at large.
